ABOUT THE ROLE

This fixed term position will plan and coordinate the operational implementation of Council’s Kerbside Waste Reform Program, enabling Council to adapt its contracts, in-house waste collection services and resourcing, to ensure the Waste Unit can deliver the new waste service in the most cost effective way and within the timeframes agreed by Council.

Kerbside Waste Reform has already commenced and is articulated in Council’s Waste and Litter Strategy and Zero Carbon Moreland Plan.  Further support for change has been expressed through the State Government’s Recycling Victoria Policy introduced in 2020, which mandates requirements for a more standardised approach to waste and includes requirements for a separate glass, recycling, garbage and Food Organics and Garden Organics (FOGO), with deadlines for Councils to implement the changes.  The State Policy also seeks to educate community and incentivise reductions in waste to landfill through actions such as increasing the landfill levy. 

The role has a specific focus on program management ensuring all activities are planned and implemented to enable a smooth rollout, and that implementation of Council’s 4-bin collection service and booked hard waste service, are achieved on time within budget and to the scope, as approved by Council.

Our implementation should leverage off opportunities for collaboration with other Councils for procurement, collection trials and shared learnings, as well as align with industry capacity and capability, best appropriate practices as outlined by peak bodies, industry and government guidance.

SKILLS & EXPERIENCE REQUIRED TO PERFORM THIS ROLE 

  • A tertiary qualification in project management or related field and/or demonstrated experience managing complex projects/programs.
  • Whilst not essential qualifications or experience in waste management, environmental management, engineering or science, sustainability, or related field, or demonstrated equivalent competencies gained through substantial experience in these or related fields.
  • Demonstrated successful experience with multi-disciplinary project management
  • Relevant local government or waste sector experience an advantage.
  • This position does not require a Working with Children Check or a Driver’s Licence.
